Kate's Video Cutter does just what its name says: it cuts videos. No more, no less.
You can load your favorite video file, preview it, select some part that you like, and save it elsewhere in another format. The supported output formats are: AVI, WMV, MPEG, MOV (Quick Time), VCD, VCD, DVD. The supported input formats are: AVI, WMV, MPEG, MOV, MP4, 3GP, DVD, ASF.
The resulting video will be saved in your 'My Documents/My Videos' folder (you can change this under the 'settings' option menu).
This program is quite simple and easy to use: just select the file, choose the output format, mark your slice to cut (selecting the start time and stop time), and press the 'Cut' button.
But watch out, use the program 'carefully' because it is a little buggy (after all, it's a beta release...), for example, don't try to slide the video scrollbar while it is playing...
Have fun with Kate's Video Cutter! If you like it, you can try 'Kate's Video Toolkit', a more complete video solution from the same author.
